PTH Charges NYPD With “Disorderly Conduct”

Rally Outside Police Plaza, Demanding End to Arbitrary Harassment and Baseless “Dis Con” Charges and Arrests

June 15, 2010, New York, NY —On Tuesday morning, members of the NYC-wide, Bronx-based community organization Picture the Homeless held a press conference and rally outside NYPD headquarters, charging that the police practice a pattern of harassment of homeless people, marked by excessive issuing of “disorderly conduct” charges. They delivered a giant “dis-con” ticket to Commissioner Ray Kelly, for supervising such shameful offenses against low-income people’s quality of life.

On the evening of June 7 at Taino Towers in East Harlem, Picture the Homeless convened an accountability session to address the New York City Housing Authority’s threat to revoke thousands of Section 8 vouchers from low-income people in the five boroughs.  PTH members and others from the community testified about their experiences facing poverty compounded by policy failures, as they challenged officials not to punish the poorest for the mess made by policymakers. The officials in attendance that responded to the community concerns included City Council Members Jumaane Williams and Melissa Mark-Viverito, NYCHA officials including Margarita Lopez, and representatives from the Department of Homeless Services and the Manhattan Borough President’s Office.  PTH organizer Tyletha Samuels convened the event.
